Organizational reassignment not permitted - in sepration Action

Dear Team,

When perform Sepration action for an employee, system showing error

"Organizational reassignment not permitted"

I referred details through SCN discussion that, payroll status field VIEKN (feature IVWID) need to be update using program "PRUPAV00"

But when try to execute "PRUPAV00 is not available in my system.

Please some provide information to solve this issue.
