Not able to enter NET PRICE

User want to enter their own price. But system is defaulting NET PRICE from the PIR. So, I create the PO, system automatically put net price from PIR. Then, I remove the PIR from the PO manually and then enter the new price. However, system put back the net price from PIR again. Any advise will be greatly appreciated.
