SAP Licensing Type for User Manager and Role Owner access for User Provisioning

We are implementing ARM (GRC 10.0) with two levels of approvals. User raises a request and it is goes to User Manager as 1st approver and  then to role owner and 2nd approver. Based on SOD conflict role owner raise mitigation request.

Now for this WF to work, as a prerequisite User Manager and Role Owner needs to be setup in GRC system with limited access (role SAP_GRAC_ACCESS_APPROVER).

I want to understand SAP Licensing Type for Manager and Role Owner access for User Provisioning.Please note not all the managers have access to SAP systems.
